[IGPP Everyone] Winter Closure Safety Preparation

Dear Colleagues:
    As we all prepare to celebrate the holidays with friends and family,
let us be mindful of our responsibilities to make sure that any work
undertaken at UCLA during the winter closure is done safely.  This is
especially important during times when the buildings will be minimally
occupied.  Here are some items to be aware of:
1.  the names of anyone planning to conduct work in Geology or Slichter
during the closure should already have been given to Carlene.  If that was
not done, please remedy asap.
2.  all visitors and/or volunteers working in laboratories need to be
approved, especially if unsupervised by laboratory personnel (see Carlene
or me).
3.  any students working in a laboratory must already have completed their
safety training.  All persons (students and visitors) need to be apprised
of emergency procedures (see below).
3.  all PI's with laboratories and all lab managers, research staff, and/or
students who plan to be in labs during the break need to read the directive
from the VCR and EHS (see below).  This contains specific procedures for
reporting emergencies and also very sensible safety precautions including
the statement that
*Under no circumstances should research staff and/or students work alone on
procedures involving hazardous chemical or biological materials or other
physical hazards.  *
4.  the Department facilities *Prototyping lab and Rock Crushing room* are
*CLOSED* during the break.
5.  if there will be people working in your area during the closure, please
be sure that we have a way of contacting you should a problem arise.  I
would also like to be made aware of any problems in the building.

In preparation for the upcoming Winter Closure, we are providing guidance
to PIs, managers and supervisors with staff and/or students working in
laboratories and other campus facilities. During this time period, UCLA
Police, UCLA EMS and the Los Angeles Fire Department will maintain normal
response capability. All accidents, spills, fires or other incidents,
regardless of size, should still be immediately reported by calling *9-1-1*
from a campus telephone or *310 825-1491 <310%20825-1491>* from a cell
phone. Please note that UCLA Fire-1 response capability will be according
to the following schedule:

12/24/2015 – 12/25/2015

12/28, 12/29 and 12/30/2015

8 a.m. to 5 p.m.

12/31/2015 – 01/01/2016

If Trouble Call is necessary, dial *310 825-9236 <310%20825-9236>*. To
report a serious injury, contact the EH&S Hotline at *310 825-9797
<310%20825-9797> and press option 2*. The serious injury hotline will
continue to be monitored 24 hours a day, seven days a week.

Because of the nature of the research environment, it is often necessary
for staff and/or students to work on campus after the regularly scheduled
closure times for either special projects or ongoing research. *Under no
circumstances should research staff and/or students work alone on
procedures involving hazardous chemical or biological materials or other
physical hazards.* This is especially critical during off-hours or periods
of campus closure when the number of individuals present in laboratories is
greatly diminished.

While it is generally preferable for research staff and/or students to
always work with a partner, some exceptions may be made for *low-risk*
research activities if the PI/Supervisor verifies that an individual staff
or student fully understands standard and emergency procedures, uses all
required protective equipment, has ready access to an effective
communication system that consists of a radio, telephone or cellular phone
or other means that provide effective communication, such as personal alarm
devices. Additionally, all required emergency equipment must be available
and operating properly. In all cases, staff and/or students should work
only under conditions where the availability of emergency aid is compatible
with the risk. The PI/Supervisor should review the work assignment and
define the emergency aid compatible with the work assignment or request
guidance from EH&S at 310 825-9797, as necessary.

Thank you in advance for your efforts to fully prepare for the upcoming
closure and taking the necessary steps to ensure the health and safety of
all laboratory personnel.
