Jean-Luc et al:
"The individual's achievement or contribution must demonstrate
a level of excellence that has made a profound or indelible impact to
NASA mission success, therefore, the contribution is so extraordinary
that other forms of recognition by NASA would be inadequate."

The only reason that this statement is true in my case is that NASA makes 
it very, very difficult to excel or did so for Dawn at least.

Maybe the award was their way of saying they were sorry. I would have 
preferred smooth sailing and no award.
