1. Mini-GEM Session: Dipolarization & Accumulating DFBs Question
------------------------------------------------------------
From: Christine, Drew, Matina, David, and Slava (cgabrielse at ucla.edu)

The Dipolarization Focus Group will host a session at mini-GEM to approach the specific question, "Can the large-scale dipolarization and/or Substorm Current Wedge be built by an accumulation of many dipolarizing flux bundles?"

The session will be contributed, but will work as follows:

1. Contributors who would like to engage in answering this question will submit their answers and explanations by October 26. This can be older papers or new analysis.
2. All contributors will receive a copy of everyone's answers.
3. During the time prior to mini-GEM, contributors will have a chance to formulate and submit rebuttals.
4. We ask that rebuttals be submitted by November 21. (Not submitting a rebuttal does not prevent you from discussing at mini-GEM, though submitting helps foster and organize the discussion.)
5. Rebuttals will be forwarded to the appropriate contributors to give them time to consider replies.
6. At mini-GEM, contributors will present their answers and methods. Rebuttals and replies will be made.

The goal is to have a designated space for constructive discussion rather than single-point talks with one or two questions to the presenter. This session was inspired by one of our summer sessions during which several members of the community presented ideas to answer this question, but it was difficult to form rebuttals and replies on the fly. We want to provide time for this discussion to occur after more careful thought has been made, approaching it more collaboratively.

Please email Christine Gabrielse (cgabrielse at ucla.edu) if you are interested and want more details.

From: Wen Li (wenli77 at bu.edu)

The URSI Asia Pacific Radio Science Conference (URSI AP-RASC) is one of the URSI flagship conferences besides the triennial URSI General Assembly and Scientific Symposium and the triennial AT-RASC conference. The deadline of the paper submission is October 15, 2018. The full details can be found at http://aprasc2019.com/

At the occasion of AP-RASC 2019, Young Scientists Awards will be set up to assist young scientists to attend the conference. Student Paper Competition will be held and the prizes will be awarded to the winners with certificates and checks during the meeting.

The AP-RASC will have an open scientific program covered by ten Commissions of URSI, two of which are closely related to the GEM community. The special sessions in Commission H and G are listed below, and the full program is listed http://aprasc2019.com/call-for-papers/.
